I-405 Sepulveda Pass Widening

Moye O’Brien represented the design-builder in developing and pursuing claims seeking relief for discrete changes on the project; preparing for and pursuing relief for disputed changes in the project’s dispute resolution board; and developing and pursuing claims seeking more than $500 million from the project owner for project delays and project-wide disruption. The dispute arose from the construction of a 10-mile northbound HOV lane on I-405, stretching from I-10 to US-101. The scope of work included widening shoulders to 10 feet, restriping all lanes, realigning on-and-off ramps, reconstructing or modifying 23 bridges and ramps, constructing approximately 18 miles of retaining walls, and making roadway improvements on nearby city streets. Infrastructure upgrades included fiber-optic communications, CCTV systems, ramp metering, vehicle detection, and fully adjustable changeable message signs for real-time travel updates.
